Bell is trying this sort of concept up here with Crave TV. You need to be a subscriber to their TV service to get the privilege of spending an extra $8 a month to access their on demand system. I've used it. It's not terrible but not worth $8 on top of the already over priced TV packages they offer here.
Further - in an attempt to make the cord cutters/skinny bundles readily available here, CRTC has regulated that telecom providers de-bundle and offer people the pick and choose your channel options (which used to be a thing when they actually were in competition with one another in the late 90s-mid 2000s) and they're going to jack the prices of these channels up by a considerable amount in an attempt to make the price higher than bundles.
I should also note that Telecos here seem to be doing just fine financially despite the doom and gloom they continually report on.
