IGN - There are about 85 Million Years separating Terra Nova from the series premiere of Law & Order but that doesn't mean the people should go without two separate yet equally important groups. Jim Shannon and Washington are the detectives while Taylor acts as the closest thing Terra Nova has to a District Attorney. With the show being hit or miss this early on, structuring an episode on something like a police procedural isn't necessarily a bad idea. It's an accessible format and as long as the story is good it will keep people coming back for more. Unfortunately, "Bylaw" isn't that great of a story. Jim and Taylor have a few good moments and we get a better look at the underbelly of Terra Nova, but the episode simply isn't that entertaining.
