Pam, Mrs. Fisher, even Dr. Jenkins—they all remind Agent Burke (sorry, Sheriff Burke) of his responsibilities to the town. They may not all actually want Burke to succeed, or have the same motives, but they all have an interest in making sure he carries out his duties. As long as those duties don’t involve asking questions.
