IGN: If Arrow had to go away for the better part of a month, at least it halted on a worthy cliffhanger. Oliver Queen learned that Ra’s al Ghul doesn’t want him dead, but rather has selected the Arrow to become his heir and replacement. It was a great twist, and one that finally shed light on Season 3’s endgame. “The Offer” lived up to its promise by taking that cliffhanger and using it to explore Ollie’s troubled state of mind and inner conflict.
