I disagree. The sense of urgency is definitely there (with Harry's visions of Voldemort tracking down the wand), but the problem is there's not much they can do about it. They are caught between a rock and a hard place. They can't really come out in the open, but they can't just do nothing. So they do the best they can, and get a bit accomplished.
It just felt a bit detached and adrift from the rest of the series. Possibly since there's no connection with Hogwart's and then because the surreal world they find themselves in doesn't seem to have any concept of time, ushering in a general sluggishness without any immediate threat from a chase or impending doom. While the cat's away, the mice play.
