I thought it was mostly the marketing's fault. The advertising was hyping up this whole Locke vs Chief dynamic that never happened.
Chief was almost reduced to a mere cameo in Halo 5 and made Cortana the villain. Very disappointing.
You'd think the developers of this series would know what their fans truly want. The marketing truly was all over the place with Halo 5, I'm sure they won't make an expensive mistake like that again.
What's going to happen to Locke?
Good cuz the story of 5 was rubbish. Locke was a terrible character (which sucks cuz I quite like the actor) so just get rid of him (won't happen) or reduce his role to something severely less important. The whole thing was just badly done. So far they haven't shown they know what it takes to make a story in the halo universe because 4 wasn't good either. Be great if they could just work on the gameplay and outsource the story to a team that could do it better.
