No, I’m pretty sure it’s because it was a poorly written POS that threw everything out the window for the sake of nostalgic pandering and dismissed even JJs own film TFA. If they really couldn’t utilize the threads left behind by TLJ than Chris and JJ are talentless hacks who had no business wrapping up this trilogy.

Rian continued the story he was left with. There was no plan so he made a good movie that continued the threads of JJs. The only people upset by this are those that expected Rian to make a movie full of cliche's

Did he give us an amazing Luke reunion? No.

What did you want from Luke exactly? Rian was just working with what JJ gave him and Luke giving everything to allow the rebellion to be reborn, spark the light of hope, and solidify his legend was the most amazing thing he could’ve done. He went out like a true Jedi.

He actually didn’t want to use them because he wanted to give the next director a chance to do something with them, which JJ did not.

How about this, they are both a couple of hacks? JJ for banking on nostalgia while turning out an inferior movie to what he is pandering to who shat on Han Solo, and RIan for being trying to be edgy and subverting expactations by turning Luke into a bitter old man who tried to kill his nephew and drink blue milk straight from alien cowtits,introducing the world to Raylo, destroying the mystery of Snoke by killing him, giving Luke a pointless death and make him do nothing, put in a terrible anti-capitalism in the movie that was pointless and giving us the dumbest character in SW history , beating out the previous dumbest character Jar Jar, with Rose Tico who completely undermines Finn's heroic moment with the most retarded line ever.
