The answer depends on who is doing the writing and during what era AND won't matter in a day or two because they'll likely change it to whatever is convenient for the story (or public opinion) at that time, or often soon after to amend for a poorly received direction. All the x-superhero vs. y-superhero stuff is useless because the rules change at the whim of the writers and at this point there are so many inconsistencies that the answer really just rest on "whatever the writers feel like at the moment." Everyone can quote that, "in this edition x-superhero was able to... which proves...". It's kind of like arguing over religion BUT in this case even fewer people believe there is any "divine" truth... It is the work of "men" and as such, it is whatever they want it to be when they feel like it --- and that's not too hard to swallow since -it's (**almost** ;-) everyone can agree) fake/fiction/fantasy. The rules can change however they want for their creations.
