Arrow still has a ways to go before it can win back the trust of its viewers, but the new season did build some steam in its third episode. Cody Rhodes made for an entertaining (if underused) villain, and Michael Rowe made a very welcome return as Deadshot. However, the show is currently juggling too many plot threads, and it would do well to focus on the basics right now.
