When they say tech based, they should do more of a fabric to resist high speed rather than armor.
Speed and armor don't go hand in hand.
But why?

How many times have we seen this.
I just hope The Flash is a grown man not a kid who has just left school or still in high school this is the problem i have with Spiderman and the current Flash TV series, and the new Fantastic 4 is a trainwreck of characters too ... the greats are all grown ups who have the look that they have been though the wars.
