Even though there are still two episodes left this season, "Church in Ruins" really felt like it sorted out most of the mystery. All the crooked cops and glad-handers from the first half of the season are most likely behind a lot of it, particularly Frank's "shadow war" with an unseen enemy out to ruin his holdings, and there's a weird case to be made about those two siblings in the picture - the survivors of the jewelry store robbery during the '92 riots - somehow becoming the mayor's kids.
