The Oscar for Best Picture is not a popularity contest.
The Academy is not perfect. A lot of awards, such as the best actors and actresses, are more of a "lifetime" award, but the best movie is something else. Aside from the few times movies that are part of a series won out, there is no history or decades of work behind each movie. So all that is left to judge the movie on is merit.

Well they don't nominate half of them for random reasons, so of the few they do select to highlight they will normally either pick the most boring of the selection, or actually pick a good movie of that selection.
Being honest if I see "won best picture" I often times look the other way.
