Chuck Lorre initially skirted a question as to whether Charlie Sheen would return to Two And a Half Men for the show’s one-hour series finale on February 19. Sheen has not been seen on the show since he very publicly savaged Lorre and studio Warner Bros., four years ago.
“I think we’re going to have a finale that you’re going to be very pleased with. That’s all I’m going to say about it,’ Lorre said when asked today at Winter TV Press Tour 2015 about a possible guest appearance by Sheen as the show wrapped up its 12-season run. Ashton Kutcher famously took over for Charlie Sheen on Two And A Half Men and Sheen has frequently blasted Kutcher’s performances on Twitter, causing Kutcher to say, in an interview nearly a year ago on Jimmy Kimmel Live, that it’s time for Sheen to give it up.

Personally I don't think they ever stopped using Charlie. They always mention him by name and even brought in a daughter which made them even talk about him more. His name has come up more than I can count but a whole bunch!
I think it would be great if he was on the finale as a spirit, a flash back or memory....something.
