In the comic, Spider-Man becomes a key figure being recruited by both sides, revealing his identity to the world to show his support for #TeamTonyStark. Eventually he sees the error of his ways and joins #TeamSteveRogers. Thanks to corporate buffoonery, we won’t get Spider-Man in Captain America: Civil War. However, there may be a solution. Marvel can’t get the rights to the X-Men back, so they’re forging ahead with plans for Inhumans.

If they want to replace Spider-Man, then they'll need a recognizable hero. only daredevil is the recognizable hero from that list, I have no idea who the rest of those heroes are. couldn't Marvel just make a Spider-Man clone and call him Arachnid-Man for the Civil War?
Demolition Man would be great but I would rather have just a Demolition Man movie.
Maybe Quicksilver and Scarlet Witch are the two heroes that find themselves on both sides of the war. They start out as villains from what I understand, but being stuck between Cap and Tony's tug of war as valuable bargaining chips could make for a great substitute Spidey story-arc.
