IGN - So the best part of the leap-year-inspired "Sweet Sixteen" was definitely April getting drunk while trying do as little mediating between Tom and Ann as possible. And while I still don't endorse Ann (now a full-fledged "beautiful rule-breaking moth") and Tom as a couple, the back and forth bickering between them is a good device for bringing out even more of Tom's out-of-date "g-money" peculiarities. I also liked that he was actually ready to dump Ann because she didn't love '90s R&B or Paul Walker movies; two things (out of many, many things) that make Tom a lovably absurd character.
