Moviefone: In 1996 the phone rang, Drew Barrymore's Casey Becker was terrorized, and the horror world received a much needed revitalization. It was the mainstream gateway drug to cinematic thrills and gore, a fest of bloody, meta-comedy that explained the rules of the death game and thrived on a passion for all things horror.

Kaam Chalu Hai Review: Based on true events, this movie is thought-provoking and inspiring
Rebel Moon Part 2 Review: This movie doesn't feel anything new or worth remembering, which is a shame.
I never found any of the Scream movies to be scary, I wouldn't expect any different for this one. I don't think they were ever intended to be scary. They were just a semi-parody of the genre (just not as much a goofy parody as Scary Movie). Granted they might have had a couple cheap "make you jump movies" for the fun of it for some people, but never was scary.
