I think it was the sloppy writting in my opinion for Tony, the character development for him in the Civil War storyline wasn't that good.
Hopefully in the film version they'll make it so it really relates to the "Who's side are you on" tag line. Both sides need to come off like they are in the right, they need to have it so Stark has some good reasons behind supporting the bill.
I think marvel is planning a second civil war saga soon on comics, and use that one for the movies, I read somewhere that marvel's in talks to sony about spiderman.

Opinion. Sure I love him in the films and Downy is the absolute perfect actor for Stark but my heart belongs to Rogers and Thor.
