I don't really see the problem. If a parent doesn't let their child watch the show, what harm is it if the toy is in the store. A child won't know what it's from anyway. I would understand if the figures themselves were sexual or graphically violent, but if it's just based on the show itself, let them carry the line.
If the toy is on the shelf and the child never saw Breaking Bad (because the parent shouldn't have let them)the child shouldn't know who the toy represents. The parent doesn't have to buy the toy. Same as if you don't want your child to watch something on tv, you block it or change the channel.
most of the kids buying have their parents with them and are unlikely to buy it for themselves, so parents have the final authority to purchase the toy or not, if a parent thinks that it is inappropriate then dont buy it.
another thing is the target market for breaking bad toys is probably 8-14 years old at the yougest, they probably cannot compete with transformer toys, ninja turtles toys etc. not mentioning some cartoons are also violent and more inappropriate.
