This movie's seeming to be more and more like Trek 09 in more ways than just the rumored flashback sequence. It seems they're trying to rewrite history with the Sith breaking the Rule of Two much earlier, something that would never seem like Palpatine's methods.

the rule of two wasn't around until Darth Bane created it. we also see that the rule of two isn't always follwed, but the rule of two is a balance sought by the Sith Lord. we see how this plays out in The Clone Wars TV show. JJ isn't rewriting Star Wars history at all, he's using the existing lore and canon from the previous films while likely adding his own ideas to nee lore.

Well technically speaking, they're not Sith. They're inquisitors, so Force-users but not full out Sith. Thus, they're not breaking any rules. Think of them like the "Emporer's Hands" from the books and comics. They're basically enforcers with some Force ability, but aren't fully trained. Just deadly.

Actually there was a version of the Rule of Two used by previous Sith Lords Exar Kun/Ulic Qel Droma, and Darth Revan/Darth Malak. But Darth Bane made the "official" Rule of Two after accessing Revan's 3000 year old Holocron, which he claimed had more knowledge inside than the entire Korriban Library.

But Darth Krayt ends up demolishing the Rule of Two, and making a new "Rule of One". Meaning One Sith Order.
