My interpretation of Fish Mooney (terrible name aside) is that its portrayed by high profile actress Jada Pinkett Smith.
Usually high profile actors in TV shows meant for a long run don't stay for long. Especially for a villain and/or side character.
Combine that with the fact that Penguin is her lackey, I have a feeling the tables will turn with the inevitable Penguin dominating the Fish, as it were in the food chain.
