So they avoided paying taxes from their work so you ban them from the work that would generate more tax? Not really sure I get the logic here.

Who did the banning?
I'd assume that the Tax office does not have the power to stop someone from acting, so was it the actors guild or something like that?
Also, is that just in the US, or china?
So many questions!
